There is a law in all 50 states that says that you should move over when passing a vehicle that has stopped on the highway, even if they are on the shoulder of the road. You have to do this if you can safely do this. If you cannot safely switch lanes, then you should slow down by at least 15 mph.

There are countless people who have been killed on the highway because drivers have failed to switch lanes or slow down. These people include police officers, construction workers, and people you and me who have loved ones and family.
